Depends which version you're using. If you're running the T_W version released on the 29th of April 2008 the answer is yes. It comes with an acceptable netplay functionality that uses the delay-functionality for both players, to compensate for latency. With any previous version, the answer is no because the Touhou Hisouten's built-in netplay was awful. Basically, the host has no delay whatsoever, and the connecting client gets the full brunt of the input delay. This is a very bad thing.
* So what should I use for the older versions?
SWRCaster is an unofficial netplay client, similar to IaMP's th075Caster, that hooks into the game and uses its own netplay method instead. It is maintained by mauve and all comments regarding it should be pointed at him on IRC.
